Sensitizing the country's
pollution watchdog to the vulnerability of general public in areas around
hazardous industries, the Union environment ministry has asked the Central
Pollution Control Board (CPCB) to ensure better implementation of the existing
'Public Liability Insurance' law that had come into force seven years after the
1984 Bhopal gas tragedy. The ministry also issued direction that the pollution
watchdogs at state level (state pollution control boards) should not renew the
periodic 'Consent to Operate' (CTO) certificate to any such hazardous chemical
industry which do not comply with the obligation under Public Liability
Insurance (PLI) Act, 1991.
